The Australian High Commission, New Delhi, is seeking applications for the position of Senior Adviser (Science & Technology) at the Australian High Commission, New Delhi. This position will report to Counsellor, Department of Industry and Science.

Subject to the successful completion of up to a six month probationary period, satisfactory medical check and background verification the successful applicant will be offered a two-year contract of employment, inclusive of the probation period. The contract may be extended subject to agreement between the employer and employee.

The commencing salary will be determined based on the qualifications and experience of the selected candidate. The package will include annual leave, limited medical reimbursements, Diwali bonus, provident fund provisions and gratuity provisions when service length is sufficient. The salary for this position will be negotiated based on the existing LES Conditions of Service (COS) taking into account qualifications and experience. Australian High Commission staff work a 5-day week.

About the Department of Industry and Science
The Department of Industry and Science leads Australia’s whole-of-government science initiatives. Industry incorporates a number of science agencies within its organisational frameworks and that of the broader portfolio. It hosts the Office of Australia’s Chief Scientist, and acts as the primary coordinator of science policy issues across government portfolios. Industry consolidates the Australian Government’s efforts to drive economic growth, productivity and competitiveness by bringing together industry, energy, resources, science and skills.
 

About the Position
The position will report to the Counsellor, Department of Industry and Science and work closely with the Department’s Science Policy Branch in Canberra. The position will also liaise with Counsellor and First Secretary, Department of Education and Training, as required.
The key responsibilities of the position include, but are not limited to:

• Provide high level analysis, briefing and advice to senior High Commission staff on science and technology-related matters;

• Liaising with key partner departments in the Government of India on the delivery of the Australia-India Strategic Research Fund;

• Monitoring, analyzing and reporting on developments in India’s science and technology sector to senior officials at the Australian High Commission and the Department of Industry and Science in Canberra;

• Representing the Australian High Commission and the Department of Industry and Science at high level meetings, conferences and other events as required;

• Coordinating visits by Australian delegations to India and Indian delegations to Australia, including visits by ministers, senior officials and researchers;

• Providing input and assistance to other departments at post on issues and projects relevant to the science and technology sector;

• Maintaining files and databases and performing other administrative duties.

Qualifications/Experience
1. Completion of a graduate degree required.

2. Minimum five years of progressively responsible experience in a related field, or similar position.

3. Excellent written and oral communication skills. Very strong ability to establish and maintain working-level contacts with counterparts.

4. Ability to work as part of a team, and to take initiative and work with autonomy.

Selection Criteria

1. Experience in program management, planning and administration, including facilitation of meetings, visits and events.
2. Strong communication (written and verbal), interpersonal and representational skills, including building networks and working individually or as part of a team.
3. Strong research and analytical skills and demonstrated ability to use these in a policy context.
4. Experience in, or knowledge of, science and technology.
