The Australian High Commission, New Delhi, is seeking applications for the position of WHS and Contracts Officer in the Consular and Administration section. This position reports to Second Secretary (Admin).

The job description for the position is attached. Also attached are the selection criteria that the Interviewing Committee will use to assess applicants’ suitability for the position. Subject to the successful completion of a six-month probationary period the successful applicant will be offered a two-year contract of employment. The contract may be extended subject to agreement between the employer and employee. Internal applications with DFAT Property Section experience will not be subject to a probationary period.

The commencing salary will be determined based on the qualifications and experience of the selected candidate. The package will include annual leave, limited medical reimbursements, Diwali bonus and provident fund provisions. The position is deemed to be at the Broadband Level 3 (BB3) on the existing salary scales which encompasses a salary range of Rupees 59,752 stepping incrementally up to Rupees 87,272 per month, at the very top of the BB3 range.

About the Department of Foreign Affairs and Trade (DFAT)
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.   

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests. 

About the Position
To act as the High Commission’s lead competent person for health and safety as defined by the Work Health and Safety Act 2011. This role needs to work proactively to establish and maintain a system that promotes a culture of safe working practices across the organization. The position will also be responsible for negotiation of the High Commission’s annual maintenance contracts, in compliance with the Public Governance, Performance and Accountability Act 2013. 

The key responsibilities of the position include, but are not limited to:

a) Undertake safety and risk assessments of residential accommodation. 

b) Manage the High Commission’s risk register. 

c) Implement risk management strategies as appropriate. 

d) Manage/coordinate the High Commission’s response to the annual hazard and risk assessment survey. 

e) Act as Secretary of the Workplace Health and Safety Committee, and produce the minutes of Committee Meetings. 

f) Act as Chair of the Environmental Sub-Committee and lead the High Commission’s environmental management initiatives. 

g) Manage the High Commission’s team of volunteer Health and Safety Representatives, including providing training as required. 

h) Undertake monthly risk identification processes on the High Commission compound. 

i) Manage the renewal of the High Commission’s maintenance contracts in accordance with the Procurement Guidelines (including obtaining necessary PGPA Section 23 approvals). 

j) Manage tender processes for the High Commission as and when required. 

k) Prepare request for quotation documentation for the High Commission’s maintenance contracts.

l) Back-up Property Officer (Events and Stores) during periods of absence.

Selection Criteria
1. Education: Must have a Graduate degree.

2. Experience: Prior experience of minimum 2-3 years and related qualifications in procurement or workplace safety is desirable.

3. Language: Demonstrated ability to communicate effectively both orally and in writing in Hindi and English along with excellent interpersonal skills.

4. Knowledge: Extensive knowledge of effective health and safety management strategies and best practice. Knowledge of current Australian financial/health and safety legislation and its application in a public sector environment is desirable.

5. Skills: Proficiency with Information Technology (including MS Office). Keen attention to detail is critical, as is the ability to manage time and workloads to meet deadlines.
