The Australian High Commission, New Delhi, is seeking applications for the position of Community Liaison Officer. Preference will be given to spouses of Australian based officers currently posted to the Australian High Commission but external applicants are also encouraged to apply.

The job description for the position is attached. Also attached are the selection criteria that the Interviewing Committee will use to assess applicants’ suitability for the position. Applicants must address each of the selection criteria and provide contact details of at least two referees. Subject to the successful completion of a three-month probationary period the successful applicant will be offered a one-year contract of employment under the Locally Engaged Staff (LES) Conditions of Service (Broad Band 4). The contract maybe extended subject to agreement between the employer and employee. The working hours are reasonably flexible, but at least 15 hours is required per week up to a maximum of 25 hours, the contact days are also negotiable, for example, some half days or three full days are possible. Consideration will be made toward expressions to job-share.

The monthly salary will be as per the New Delhi staff Local Conditions of Service (COS) and it is expected the successful applicant will be offered the position at the current BB4 Higher Level Step 5 of Rupees 167,592 per month pro-rata for the hours worked.

Job Description
Position Overview

The role of the Community Liaison Officer to provide support and assistance to Australian officers and their families posted to the New Delhi on official duties. The position reports through the Senior Administrative Officer to the Head of Mission.

1. Developing strategies and carrying out orientation and other programs to assist new arrivals.
2. Acting as a contact point within the mission for all posted officers, spouses and dependants prior to, during and after arrival in the New Delhi.
3. Liaison between all posted officers, spouses and dependants, the post administration and stakeholder organizations as required, for example schools, relocation services, banks.
4. Collecting, maintaining records, and reporting on information relating to local living conditions.
5. Identifying and engaging with appropriate stakeholders within the local community including with other Diplomatic Mission CLOs.
6. Liaison on a periodic basis with the Family Liaison Office of the Department of Foreign Affairs and Trade in Canberra and with other attached departments as necessary on matters of concern to officers, spouses and families.
7. Assisting all officers, spouses and dependants to address matters of personal concern by facilitating access to resources at post, i.e. in the mission and/or the local community or by consulting with the Departmental Staff Counsellor or the Family Liaison Office as required.
8. Preparation of the bi-monthly newsletter, reporting, administration and other duties as required or as directed.
 

Selection Criteria

A. It is highly desirable that applicants have first-hand knowledge and appreciation of the issues relating to relocating to the New Delhi, particularly from an Australian perspective.
B. An ability to communicate effectively with posted officers (including any spouses, partners and dependants), post administration, and other key stakeholders is essential.
C. Inter-personal skills of a high order, an ability to maintain confidentiality, flexibility and adaptability are essential.
D. An ability to produce constructive ideas on ways in which matters of concern to officers, spouses and dependants may be addressed, as well as creative problem solving generally, is essential.
E. Organizational skills of high order are essential along with an ability to identify and utilise effectively the resources available within the mission, the local community and the Family Liaison Office to achieve goals is necessary.
F. Excellent computer skills are essential, including demonstrated experience with the electronic filing systems, internet, intranet and Microsoft Office applications. Desktop publishing experience is highly desirable.
