Vacancy: Property Officer

The Australian High Commission, New Delhi is seeking applications for the position of Property Officer at the Australian High Commission, New Delhi.

Subject to the successful completion of up to six month probationary period, satisfactory medical check and background verification the successful applicant will be offered a two-year contract of employment, inclusive of the probation period. The contract may be extended subject to agreement between the employer and employee.

The commencing salary will be determined based on the qualifications and experience of the selected candidate. The package will include annual leave, limited medical reimbursements, Diwali bonus, provident fund provisions and gratuity provisions when service length is sufficient. The position encompasses a salary range of Rupees 55,000 per month stepping incrementally up to Rupees 75,000 per month.

About the Department of Foreign Affairs and Trade (DFAT)
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the Position
Assist the Second Secretary (Administration) and the Property Manager in the provision of high quality, client focused, property services for the High Commission and residences.

The key responsibilities of the position include, but are not limited to:
a) Implement repair and maintenance program to the satisfaction of clients including follow-up and quality control.
b) Maintain Property inbox for maintenance requests and provide timely feedback to clients.
c) Procurement of goods and services and preparation of payment vouchers for approved expenditure.
d) Liaise with the on-compound Facilities Manager and other contractors regarding repair and maintenance.
e) Arrange residences at the time staff changeover.
f) Manage High Commission’s annual maintenance contracts, including measurement of key performance indicators.
g) Supervise two maintenance officers including provision of guidance, training, performance appraisal and mentoring. Also, oversee the work of two outsourced staff (Carpenter and plumber).
h) Provide back-up to the other Property Officers.
i) Other property related duties as required.

 

Qualifications/Experience
a) Relevant graduate level education.
b) Demonstrated relevant experience in procurement and/or property management.
c) Sound English and Hindi language skills.
d) Demonstrated ability to use Microsoft Office suite of programs.
e) Prior experience in procurement and property management.
f) Ability to use the High Commission’s financial management system, SAP.

SELECTION CRITERIA
1. Demonstrated ability to effectively manage and implement furniture and fittings, repairs and maintenance and asset management programs. This includes effective procurement, budgeting, stores and asset management.
2. Well-developed problem solving skills with a focus on complex property and technical issues.
3. Highly effective interpersonal and negotiation skills in high pressure situations. Demonstrated ability to work effectively in a team-based environment.
4. A high level of written and spoken English and Hindi is required.
5. Demonstrated ability in the use of the Microsoft Office suite, including Excel and Access; and SAP.
